UDRI GOLF LEAGUE

RULES AND REGULATIONS

2006

 1.     LEAGUE

The league will consist of sixteen players, divided into eight two-player teams.  We will play on Friday evenings at 5:30 p.m. at Community Golf Course starting April 28, 2006.   Each team will compete against each other team twice during the fourteen week regular schedule.  Week fifteen – position night – the team in first place will play against the second place team, the third place team will play against the fourth place team, etc.

 2.     FOURSOME

A foursome will consist of two teams competing against each other for a total of twenty-two (22) possible points per match.  Two points per hole will be awarded for a win, one point for a tie, and zero points for a loss.  Four (4) points will be awarded to the team having the lowest net score for the match.  The net score for each team will be computed by adding the players gross scores and subtracting their handicaps.  Weekly standings will be published based on these cumulative results.

 3.     HANDICAPS

Handicaps will be computed at 90% of the strokes over par.  When computed, the handicaps will be rounded to the nearest whole number (e.g.  4.5 is 5.0 ; 4.49 is 4.0).  When .50 or greater is encountered, it will be rounded up.  When anything less than .50 it will be rounded down.  Only complete rounds will be used to compute handicaps.

Starting handicaps will be computed at 90% using the last 5 rounds available in league play.  If a player does not have enough scores to meet the 5 score window, the latest (n) scores will be used.  If a player does not have any league scores available is/her handicaps will be computed after the first round of play.  A moving average using the 5 latest scores for each player will be used throughout the season.

Substitute handicaps will be calculated in the same way.

4.     MATCHES

The match (nine holes) will be played for two (2) points per hole.  If a player is missing for all or part of a match, his/her score for the round is calculated as follows:

Divide the handicap by .90 to determine the number of strokes over par (rounded using the same rules as for handicaps).  Apply these strokes to par for each hole according to the handicaps rating on the scorecard.  This will determine the missing player’s pseudo scores for each hole and for the round.  The match is then scored with all handicaps just as if the missing player were present.  The team with no missing player gets the number of points won whereas the team with the missing player gets one-half the number of points it won.  The missing player’s computed score will not be used to compute future handicaps.

5.     MATCH PLAY

For the match play portion of the scoring, the difference between the team handicap (sum of individual team member’s handicaps) and the handicap of the opposing team will be apportioned in descending order of difficulty to determine the strokes per hole to be allotted for the match.  Strokes per hole will not be limited.

6.     SUBSTITUTES

If it is not possible for a player to play as scheduled, it is his responsibility to obtain a substitute player.  Notify a league coordinator as soon as possible.  The regular member must pay for subs.  Any weekly prizes, however will be awarded to the regular member but only if they are deemed worthy of such by the league coordinators.

7.     PRIZES

The team having the greatest point total resulting from wins, ties and match points at the end of the season will be awarded a prize.  In case of a tie, the following tie-breaker will apply:

a.     A nine hole playoff will be scheduled to determine the winning team.  Should a tie exist after nine holes, extra holes will be played using a sudden death format.

b.    If more than two teams are tied after the regular season , a modified playoff format will be used to determine the outright winning team.

8.     ENTRY FEES

An entry fee of $25 will be required to join the league.  These funds will be used for league fees and to acquire prizes and trophies.  Funds remaining at the end of the season will be used for a post season golf outing.  An additional $5 will be required from anyone wishing the weekly golf results mailed to their home address.

9.     SCORE CARDS

One scorecard should be turned in for each foursome playing in the league.

10.  GREEN FEES

Green fees will be the responsibility of the individual players.  League members are responsible for seeing that substitutes do not have to pay their own green fees.

11.  RAIN OUTS

If play is called or rained out, the match will be rescheduled at the end of the regular season.  In the event that rain, lightening, or darkness result in the partial completion of play, the league coordinators will decide the course of action to be taken.

12.  PLAYING RULES

If an instance arises that is not covered by the rules of golf or the special league rules listed below, then a majority decision by the other players in the foursome will prevail.  If this does not result in a decision, then the league coordinators will make the decision.  The rules of golf and the special modification listed below are supplemented by special course regulations listed on the back of the scorecard.

RULE 1

A ball landing in any fairway or rough may be moved with the club head to improve the lie but not more than a foot and not closer to the hole.  A ball landing in a sand trap may be lifted the sand smoothed and the ball replaced.  If the course is wet and dirt sticks to the ball, it is permitted to lift place and clean the ball as long as a member of the opposing team is informed.  Casual water rules as stated in the rules of golf always apply.  Since the City does not usually mark ground under repair, the foursome will decide when to award a free drop for ground under repair.

RULE 2

It is permissible to lay your ball two club lengths away from any man-made object on the course that interferes with your ability to take a normal swing.  You must take the nearest point of relief that is no closer to the hole.  Man-made objects include cart paths, sewer lids, sprinkler heads and staked trees.  It is not permitted to take relief from natural hazards such as trees or shrubs without the loss of one stroke (i.e.  an un-playable lie).

RULE 3

A lost ball or a ball hit out-of bounds requires a one stroke penalty when another ball is dropped for play.  The ball shall be dropped within (2) club lengths of the point where the ball was last observed or where is crossed the out-of-bounds boundary.  The purpose of this rule is to speed  up play.

RULE 4

A ball on the green may be marked, lifted and cleaned and replaced.  No practice putts or rolling of a ball to obtain information on the speed or break of a green will be allowed.  The penalty for this infraction will be two strokes for the individual player and loss of the hole.

RULE 5

A player may concede an opponents putt however, under no circumstance must a player concede an opponents putt.  Under no circumstances must a player accept the concession.  To accept a conceded putt a player must make it clear to the opposing team that he/she is accepting the concession.  It is suggested that once a putt is conceded, the ball be picked up and not putted to speed up play.  Should problems arise regarding the concession of a putt, it must be resolved by the foursome.

RULE 6

In the event of a temporary green a maximum of two (2) putts will be assessed once the player has reached the defined area of the temporary green.  If a question arises as to the definition of the boundary of the green, it must be resolved by the foursome.

RULE 7

In the event a league member or his substitute does not show for the match the team cannot win more than 11 points, the score for the no show will be calculated as follows: each hole will be computed as a double bogey over par, the match is then scored with all handicaps just as if the missing player were present.

NOTE:

The above rules have as their sole purpose to speed up play.  Please be aware of your position on the course.  If there is a free hole ahead of you, your foursome may be playing too slowly.  If the group behind is continually waiting to hit their shots, you should allow them to play through at the next tee.
